Plan and reserve
The preview estimates fixed contract units. Before execution, the app checks the account balance and reserves a bounded amount so concurrent work cannot overspend it.
Settle actual work
Final cost follows durable module-run, tool-run and configured provider-call ledger units. Blocked preflight work is not charged as completed execution.
